What Happened
Your vehicle has a speed control system that helps regulate your engine's speed. There's a chance that the throttle position sensor, which helps this system work properly, might be acting up or covered in dirt, causing it to send incorrect signals.
Risk if Unfixed
If this happens, a warning light might turn on and your vehicle could go into a special 'limp home mode' where the engine reduces power. This could happen without warning, making it harder to drive your vehicle, especially on the highway.
Free Fix
Your Volvo dealer will update the software in your vehicle's computer system to ensure it's working smoothly. This update is free, and you should have it done as soon as you can to prevent any issues.

Original — What Happened
ON CERTAIN PASSENGER VEHICLES, A COMBINATION OF THROTTLE POSITIONING SENSOR IRREGULARITIES, A DIRTY THROTTLE HOUSING, AND/OR INEFFICIENT SOFTWARE CALIBRATION MAY CAUSE A WARNING LAMP TO LIGHT AND THE SUBSEQUENT ONSET OF LIMP HOME MODES.
