What Happened
The PCV valve in your car is a small part that helps remove bad gases from your engine. The heater that helps it work properly might short circuit in your 2007-2011 BMW.
Risk if Unfixed
If the heater short circuits, it can cause the PCV valve parts to melt, even when your car is parked and turned off. This could lead to a fire, so it's a serious issue.
Free Fix
Your BMW dealer will replace the faulty PCV valve heater for free, and you should schedule the repair as soon as you get the recall notice. The repair is at no cost to you.

The fuel pump in your vehicle is like a heart that pumps gasoline from the tank to your engine. In your 2007-2012 BMW, the electrical connections to this pump might be loose, which could cause problems.
