What Happened
The wiper arm in your vehicle is the part that connects to the wiper blade. It can slip off its metal rod in extreme winter weather if you don't lift the arms and clean the windshield before driving.
Risk if Unfixed
If this happens, you won't be able to move your windshield wipers from the park position, which means you'll have to drive in bad weather without being able to clear the snow or rain from your windshield. This could lead to a crash due to reduced visibility.
Free Fix
Your Volvo dealer will replace the wiper arm and the retaining nut for free. You should schedule the repair as soon as possible.

Original — What Happened
ON CERTAIN VEHICLES, IF THE WIPER ARM IS ACTIVATED IN EXTREME WINTER WEATHER CONDITIONS AND WITHOUT LIFTING THE WIPER ARMS AND CLEANING THE WINDSHIELD PRIOR TO MOVING, THE WIPER ARM MIGHT SLIP ON ITS DRIVESHAFT, RESULTING IN AN INABILITY TO MOVE THE WIPERS FROM THE PARK POSITION.
