What Happened
Your vehicle's throttle control system is responsible for how much air and fuel your engine gets. In certain cases, a dirty throttle housing, a faulty sensor, or a software issue could confuse the system, making the warning light on your dashboard turn on and your car go into a reduced power mode.
Risk if Unfixed
If this happens, your car will limit its speed and power to keep it from stalling or causing a problem. You might notice reduced performance and a warning light on your dashboard, but your car won't completely stop working.
Free Fix
Your Volvo dealer will update the software in your vehicle's computer to fix the issue, and this service is free of charge. You should schedule the update as soon as possible after receiving the recall notice.

Original — What Happened
ON CERTAIN PASSENGER VEHICLES, A COMBINATION OF THROTTLE POSITIONING SENSOR IRREGULARITIES, A DIRTY THROTTLE HOUSING, AND/OR INEFFICIENT SOFTWARE CALIBRATION MAY CAUSE A WARNING LAMP TO LIGHT AND THE SUBSEQUENT ONSET OF LIMP HOME MODES.
