What Happened
The fuel rails in your engine are the tubes that deliver fuel to your V8 engine. In very cold and dry conditions, there's a small chance of a spark that could damage the engine computer, causing the engine to stall.
Risk if Unfixed
If the engine stalls, you might not be able to control your vehicle's speed or accelerate, and you could lose power steering, increasing the risk of a collision.
Free Fix
Your BMW dealer will add two extra grounding cables to your engine compartment at no cost to you. You should schedule the repair as soon as you get the recall notice.

Original — What Happened
ON CERTAIN VEHICLES EQUIPPED WITH V8 ENGINES, IN CONDITIONS OF BELOW FREEZING TEMPERATURES COMBINED WITH LOW HUMIDITY, IT IS POSSIBLE FOR ELECTROSTATIC DISCHARGE TO OCCUR AT THE FUEL RAILS. IF THIS WERE TO OCCUR, THE ENGINE ELECTRONIC CONTROL UNIT (ECU) COULD BE AFFECTED SO THAT ENGINE STALLING COULD RESULT.

IF STALLING WERE TO OCCUR, THE DRIVER MAY NOT BE ABLE TO MAINTAIN VEHICLE SPEED OR ACCELERATE AND THE POWER STEERING COULD FAIL INCREASING THE RISK OF A CRASH.
