What Happened
The wiper system in your vehicle uses a tiny computer to control the speed and function of your windshield wipers. Unfortunately, this computer is prone to malfunctioning due to electrical surges.
Risk if Unfixed
If the computer fails, you won't be able to use your wipers in either the low or high-speed modes, which could leave you driving in rain or snow with limited visibility.
Free Fix
Your dealer will replace the faulty computer with a more reliable one, free of charge. They'll swap out the cover that contains the computer, and the repair is completely free to you.

Original — What Happened
VEHICLE DESCRIPTION: PASSENGER VEHICLES. SOME OF THESE VEHICLES FAIL TO COMPLY WITH REQUIREMENTS OF FMVSS NO. 104, "WINDSHIELD WIPING AND WASHING SYSTEMS." THESE VEHICLES HAVE A WIPER SYSTEM MICROPROCESSOR THAT IS SUSCEPTIBLE TO VOLTAGE TRANSIENTS, WHICH CAN CAUSE A "LATCH-UP" CONDITION IN THE SYSTEM CONTROLLER.

IF MICROPROCESSOR "LATCH-UP" OCCURS, THE CUSTOMER WILL NOT BE ABLE TO OPERATE THE SYSTEM IN BOTH THE LOWER AND HIGH-SPEED MODES REQUIRED BY THE STANDARD.
Original — Remedy
DEALERS WILL REPLACE THE WINDSHIELD WIPER MOTOR COVER WHICH CONTAINS THE MICROPROCESSOR.
