What Happened
The brake lines in your motorcycle are the tubes that carry brake fluid to the front brakes. In some 2007-2009 R 1200 and K 1200 models, these lines are routed in a way that can cause them to vibrate and put stress on the tubes.
Risk if Unfixed
If this vibration and stress are bad enough, the brake line could split and start leaking, and if you don't notice it in time, you could lose all brake fluid in the front brakes. This would cause your front brakes to fail, and you could lose control of the motorcycle, increasing the risk of a crash.
Free Fix
Your BMW dealership will replace the old brake lines with new ones that have a protective sleeve to prevent them from splitting. This repair is free, and you should contact your dealer as soon as you get the recall notice to schedule the repair.
