What Happened
Your vehicle has a lift installed that helps people with mobility issues get in and out of the van. There's a part called the restraint belt that keeps the lift from moving when someone is on it, but it's possible for the belt to be incorrectly latched, making the lift operable while an occupant is on it.
Risk if Unfixed
If the lift moves with someone on it and the restraint belt is not properly latched, you could get hurt.
Free Fix
The lift manufacturer, RICON, will replace the restraint belt and provide a warning decal and a training DVD. This service will be done for free, and you should contact them at 1-818-267-3000 or Comm-Trans at 1-901-726-9394 to schedule the repair.
